How to convert JPG to PDF and combine photos into one file.

Put your images in order first

Rename or sort your photos so you know the order you want, for example passport first, then proof of address. Keep the originals: you are making a separate PDF copy.

Convert and combine

Open Images to PDF, add your JPG, PNG or WebP files, reorder them, choose A4 or Letter paper and set the margins. Then download one PDF. Nothing needs an account, and processing happens in your browser.

The result is a document made of image pages. It is not a text document, so you cannot search or edit the words inside a scanned page.

If the PDF is too large

Large phone photos make large PDFs. Shrink the pictures first with Compress image or Resize image, then build the PDF again. Many forms limit uploads to a few megabytes.

Check the finished file

Open the PDF and scroll through every page. Check the order, that nothing is cut off, and the file size. To combine it with existing PDFs, use Merge PDF.
